Deputy Secretary - Regulatory Programs
Keiby B. Green, III has served Florida as an environmental advocate for more than two decades. Appointed as Deputy Secretary for DEP in May 1994, Green provides overall management and operational direction to the agency. He served as interim secretary for the department from November, 1998, when Governor Lawton Chiles tapped Green as successor to the DEP's first Secretary, Virginia B. Wetherell. Green guided the agency until Governor Jeb Bush appointed David Struhs in 1999.
Green represents the agency on numerous committees, task forces and special groups. He is DEP's representative on the Florida Communities Trust Governing Board and represented DEP on the Land Acquisition and Management Advisory Council, that qualifies and prioritizes land acquisition projects for Preservation 2000 funding, for six years.
Green served as director for the Department of Natural Resources Division of Beaches and Shores. In this capacity he was responsible for the regulation and management of Florida's almost 800 miles of shoreline. During his career he has established a comprehensive beach management plan and has played an integral role in the state's Conservation and Recreation Lands program and the nationally recognized P2000 land acquisition program.
Green's initial entry into state government was as a land surveyor for the Division of State Lands at DNR in 1978. He became the bureau chief for survey and mapping and then assistant director for the Division of State Lands.
Green had ten years of private sector experience as an engineer and land surveyor before coming to work for Florida state government.
In addition to his DEP duties and family activities Green teaches part-time at Tallahassee Community College in the Division of Applied Sciences.
